Overview
Technology is no longer just a sector—it is the core infrastructure that determines productivity and competitiveness across every field, from education and healthcare to defence and manufacturing. As digitalisation accelerates, risks such as data security, critical infrastructure resilience, and skills shortages are also growing.
This page outlines directions such as strengthening domestic production capacity, expanding R&D and the startup ecosystem, improving digital public services, and institutionalising cybersecurity. The aim is to build a sustainable ecosystem that produces technology, scales it, and competes globally.

STIMULATING INNOVATION
Proposal 50
Develop a plan, including the establishment of a national Department for Entrepreneurship and Innovation at the Cabinet level, to bolster Turkey’s ecosystem for entrepreneurship and to promote innovative areas (such as cyber security) that would turn Turkey into a technology exporter
Proposal 51
Build regional infrastructures for entrepreneurship and innovation, governed by Regional Platforms for Entrepreneurship and Innovation in parallel with the existing regional Development Agencies, and including a Fund, University, School, Workshop for Entrepreneurship and Innovation, and possibly Science Cities

Develop a plan to quadruple Research and Development (R&D) spending (above the OECD average) from the current 0.8% of GDP, and develop metrics to measure the return on investment of public investments in R&D, and annually publish the ROI of these public investments

Encourage extracurricular programs to develop grade school students’ social, entrepreneurship, leadership and project management skills, and user-oriented design approaches
