Proposals

BUILDING STRONG INSTITUTIONS FOR THE REPUBLIC

Proposal 1
Develop a long-term, evidence-based policy and legislative strategy for public discussion

Proposal 2
Prepare a roadmap to open Chapter 23 (judiciary and fundamental rights) and Chapter 24 (justice, freedom, and security) in accession negotiations with the European Union

Proposal 3
Introduce a biannual National Rule of Law Report focusing on the government and courts’ effectiveness in protecting fundamental rights; and organize public, national accountability days on April 23rd (National Sovereignty Day) and September 15th (International Democracy Day) to discuss this report

Develop a proposal to incorporate the Collective Complaints Procedure under the European Social Charter into Turkish legislation, and to establish an independent National Committee for Monitoring Social Rights under auspices of the National Human Rights Institution that should be mandated with preparing an annual report for public discussion

To ensure freedom of speech, revise criminal and civil defamation laws, and repeal Article 301 of the Criminal Code

Prepare a National Action Plan to Eradicate Impunity for Serious Human Rights Violations; and introduce regional awards for police departments and courts that implement good practices to fight impunity

Prepare legislation to establish an independent National Anticorruption Agency, and to align legislation with the recommendations of the Group of States against Corruption (GRECO)

Prepare legislation to establish effective judicial and political oversight over the National Intelligence Organization (MIT)

Establish a National Network of Independent Regional Law Enforcement Oversight Boards; prepare legislation consistent with European standards on the right to assembly; and develop manuals to train police officers and law enforcement authorities in ECHR standards for peaceful demonstrations

Prepare a roadmap to enhance the autonomy and accountability of public oversight and regulatory bodies

Prepare a National Action Plan to Strengthen Access to Justice, including removing legislative, practical, and financial impediments for access to justice, and establishing an independent National Legal Aid Council

Develop a plan to enhance the autonomy and accountability of the Supreme Council of Judges and Prosecutors (HSYK), and to strengthen the professionalism and personal autonomy of judges and prosecutors
